Is sking an immigrant as an immigrant a punishable offense?

Just a general question I wanted to ask because I never really got a sure answer.

Yes it is. SK of any kind is a punishable offense.

Yes, SKint is punishable. However punishment is rarely given out and the only thing really said is “punishment can only be given out in-game by a CG” which basically translates to “well unless there’s a CG in-game and the immigrant you’re SKing specifically reports you to the said CG”. So basically outside of that event no ‘real’ punishment can be enacted which I think is unfair but I don’t make the rules so what can I do?
